Town seeks funds for capital improvements

BLACKSTONE — Special Town Meeting voters will get down to business March 11 when they consider a combined $8,263,612 in proposals to replace the roofs of the Blackstone-Millville Regional High School, the John F. Kennedy Elementary School and the Augustine F. Maloney Elementary School.
The meeting will be held at 7 p.m. in the Blackstone-Millville Regional High auditorium, 175 Lincoln St.
There are four articles on the warrant, including Article 1, which will ask voters to approve $3,866,801 in borrowing authorized by the Blackstone-Millville Regional School District to pay the costs of replacing the roof at the high school; Article 2, which asks voters to approve $2,716,777 in borrowing authorized by the regional school district to pay the costs of replacing the roof at the Kennedy Elementary School; and Article 3, which asks to approve the $1,680,034 in borrowing authorized by the regional school district to pay for roof replacement at the Maloney Elementary School.
Article 4 asks voters to transfer from the town's stabilization fund a sum of money to defray the town’s allocated share of the costs relating to the debt authorization approved by the Blackstone-Millville Regional School District for purpose of paying the costs of replacing the roof at the high school.
Millville voters will consider similar articles at its upcoming special town meeting.
A feasibility analysis of the three schools last year recommended replacing the existing roofs with a white poly-vinyl chloride (PVC) roofing system, and installation of new wall flashing at each school. The aging roofs of all three facilities were badly damaged by weather two years ago.
The roof replacement projects are part of the Massachusetts School Building Authority's (MSBA) accelerated repair program in which the government agency reimburses the town a percentage of the cost — in this case, a 57.7 percent reimbursement rate. However, the town must appropriate the full amount of the cost toward the project at its inception.
Last month, the MSBA Board of Directors voted to approve up to $4.3 million for the roof work at the three schools, including $1.9 million for Blackstone Millville Regional High School; $1.48 million for John F. Kennedy Elementary school; and $907,000 for Augustine F. Maloney Elementary School.
