Local sex offender faces new charge

Police Chief Brian Sullivan said Friday that department investigators charged Joseph F. Seale, 25, of Manville Avenue, with third-degree sexual assault in connection with his alleged involvement with a 15-year-old girl from New York.
Local police were contacted by the victim’s father from New York on Jan. 1 and informed that his daughter had allegedly been assaulted by Seale while visiting his apartment New Year’s Eve, according to Sullivan.
The victim has friends and family in Rhode Island and was believed to have known Seale for about a year, Sullivan said. Seale and the victim were reported to have met through a former friend of the victim, Sullivan said.
“It is alleged that while she was in his apartment on New Year’s Eve they had sexual relations,” Sullivan said. Prior to the incident, the victim had been in contact with Seale via telephone calls and text messages, the chief said.
The charge of felony third-degree sexual assault covers assault on a minor over the age of 14 but under the age of consent at 16, Sullivan said.
Seale is listed as a Level II sexual offender for a prior first-degree sexual assault on a 7-year-old female victim, according to a posting at the police department.
As a result of the investigation, Seale turned himself in at the police station and was arraigned by Det. Dana Packer in Third District Court on the new sexual assault charge. He was ordered held at the ACI pending a hearing on a violation of his probation from the prior case. A no-contact order against with the victim was also issued, Sullivan said.le.
